PRESIDENT'S CORNER
On the road
In my first Xpress column last month as your new Chief Executive, I pledged to get out and meet with FEI Canada’s members to learn firsthand how FEI Canada can provide you with an even stronger value proposition. In keeping with this promise, this month has been quite a month full of travel!

The first stop on my tour was Calgary, where Prof. Tony Dimnik and a panel of experts made a great presentation at the National Breakfast Series seminar on The High Tech Future of Finance- Managing Complexity. I would like to thank Microsoft for sponsoring this excellent presentation, copies of which are available here.
After the breakfast, I had the opportunity to meet with Calgary Chapter President James Saretsky and the Calgary Chapter Board to discuss their plans for what is now FEI Canada’s second largest chapter.

My next stop was Edmonton, where Chapter President Richard Iwaniuk and the Edmonton Chapter Board are trying out some great new ideas including the introduction of a mentoring program where senior CFO members share their experiences one-on-one with members who may be newer to their CFO roles. I then met many Edmonton members at their chapter event, where exciting plans for FEI Canada’s 2008 Conference in Jasper were being discussed by its Chair Jim Drinkwater and Conference Social Committee Co-Chair Blaine Mytruk. It all sounds like it's going to be fun in a fantastic setting, so be sure to reserve June 9th to 11th, 2008 on your calendars for the Jasper Conference! Finally, I was very pleased to catch up with FEI Canada Past Chair Tracey Ball just before she left on a South African vacation.

My third tour stop was Winnipeg, where Chapter President Brita Chell brought me to their CEO Night at the lovely St. Charles Golf & Country Club. Dr. Lloyd Axworthy, President and Vice Chancellor of the University of Winnipeg, former Foreign Affairs minister, spoke on his transformational plans for the city and University of Winnipeg and about his involvement in the global climate change initiative. I also talked with Michael Benarroch, Dean of University of Winnipeg’s newly-created business school, about their plans to create a Centre of Environmental Finance in support of this pressing issue.

FEI Canada events sometimes demonstrate what a small world we live in. In Winnipeg, I renewed acquaintances with a member who had been in my First grade elementary school class in my hometown of Montreal. This FEI Canada member was none other than Carol Bellringer, Manitoba’s Auditor General!
The last stop on my Western Canada tour was Vancouver, where I had an excellent dialogue with Chapter President Peter Ballachey, the Vancouver Chapter Board and seven of Vancouver Chapter’s Past Presidents. This Board meeting followed a monthly Chapter event, where I spoke on the evolving role of Canadian CFOs, the issues they are facing and how FEI Canada is helping meet these challenges.

One of the biggest issues Canadian CFOs will face in the next few years is the adoption of International Financial Reporting Standards (IFRS). FEI Canada’s Committee of Corporate Reporting (CCR) recently commented on the CICA’s document "Progress Review – Steps to IFRS Incorporation in Canada" . CCR Chairman Alister Cowan and I communicated these views to the Accounting Standards Oversight Council (AcSOC), highlighting that FEI Canada supports the adoption of IFRS but would like to encourage its "sane" adoption to avoid some of the SOX implementation excesses some companies were forced into by their auditors.
FEI Canada’s Issues, Policy and Advisory Committee (IPAC) was also busy this month, as IPAC members Peter Donovan and Bill Hewitt appeared before the Ontario Expert Commission on Pensions to present FEI Canada’s views on pension reform. FEI Canada called for an immediate increase in the funding period of solvency deficits, noting that activities under the current solvency rules could negatively impact the Canadian economy. Finally, the remainder of October, took me to Ottawa where I met with Chapter President John Weerdenburg and the Ottawa Chapter Board to discuss FEI Canada’s plans to expand in our nation’s capital. The national capital region Chapter’s luncheon event featured Patricia Croft, an economist whose conference presentations have always entertained and informed us. Her presentation this time was again exceptional. Patti discussed the sub-prime and asset-backed commercial paper debacle and the resulting credit crunch. My travels have reinforced my view that FEI Canada is a strong organization with enthusiastic volunteer leadership that is engaged in key issues. I invite all members to become actively involved in FEI Canada’s activities, either at your local Chapter level, as part of our National Technical Committees (CCR and IPAC) or both!

Frank S. Capon Distinguished Service Award
FEI Canada is pleased to present the Frank S. Capon Distinguished Service Award.
FEI Canada recognizes the commitment and contributions made by our members to the organization and through this award seeks to identify and reward a member who has had a significant impact on the organization over the years through:
- Promotion of the FEI Canada brand in the marketplace
- Delivery of programs to the membership
- Participation in Chapter or National Committees
- Leadership in professional and community associations
Candidates may be nominated by any active FEI Canada member. The nomination must be supported by two current National or Chapter Board Members. Nominees must be active or retired members in good standing.

FEI Canada Technical Committees

FEI Canada is actively seeking members to participate on our technical committees. Joining one of FEI Canada’s high profile committees has many advantages including the opportunity to make a valuable contribution to policy and standards setting in Canada. As a Committee member you will have access to experts and opinion leaders in your ever-evolving professional environment. Additionally, participation on the committees serves as professional development that can be used towards your accreditation.
Committee on Corporate Reporting (CCR)
The CCR focuses on issues relating to financial accounting, auditing and corporate reporting. It puts members on the inside track of the activities of the Accounting Standards Board (AcSB) and the Emerging Issues Committee of the Canadian Institute of Chartered Accountants (CICA). Through the CICA, the Committee also makes its views known to the International Accounting Standards Board (IASB). Senior CICA staff members frequently participate at CCR meetings. The CCR also maintains a close relationship with the Ontario Securities Commission (OSC) on issues relating to corporate reporting. As with the CICA, senior OSC staff members frequently participate at CCR meetings. FEI Canada's CCR also keeps abreast of notices from the Securities and Exchange Commission (SEC) and the Federal Accounting Standards Board (FASB) that would affect Canadian inter-listed companies.
Issues and Policy Advisory Committee (IPAC)
The Issues and Policy Advisory Committee was established to provide guidance and expert opinion on emerging issues relevant to FEI Canada members, and act as advisors on issues of importance to industry groups, government, associations, and other constituents who will benefit from the impartial council of the Committee. The Committee has a broad agenda and has developed a number of Task Forces. These subcommittees include: corporate governance; the structure of capital markets; internal control certification; pensions; taxation; private company issues; and public sector accountability.
Currently, FEI Canada is looking for new members on both the CCR and IPAC committees. Meetings for both committees are held by teleconference with occasional face-to-face full-day meetings in Toronto. If you are interested in joining either of these committees, please contact:

Canadian Financial Executives Research Foundation (CFERF) Call for papers |
The Canadian Financial Executives Research Foundation (CFERF) is pleased to issue its second annual CALL FOR PAPERS for the "Best Conference Research Paper Award" for the FEI Canada Conference, June 9-11, 2008, in Jasper, Alberta.
The 2007/2008 "BEST CONFERENCE RESEARCH PAPER AWARD" Program recognizes a Canadian Academic Research Project Exploring Issues of Importance to the Canadian Financial Executives Community.
This Call For Papers is open to tenured and non tenured academic researchers employed at Canadian universities or colleges. Projects undertaken by academic researchers as the lead consultant(s) and industry professionals (e.g., private consulting firms, independent researchers, etc.) will also be considered.
CFERF encourages academics from a variety of disciplines to apply including finance, accounting, economics, business, law and public policy, etc. Interdisciplinary approaches are encouraged. We also encourage all interested academic researchers to consider submitting papers and to share this Call For Papers with your colleagues.
Applicants are asked to submit their completed or nearly completed papers to CFERF by January 15th, 2008. The winner of the Award will be asked to participate on a panel discussion at the FEI Canada Conference in Jasper, Alberta, June 9-11, 2008.
The winner of the Best Conference Research Paper Award will receive $500, plus a complimentary registration, accommodation and travel reimbursement to attend the FEI Canada Conference, June 9-11, Jasper, Alberta to be recognized and to present their paper. In addition, the winner will receive a complimentary, one year "Academic Membership" in FEI Canada.

The New World of Treasury - Lessons from the Summer of 2007.
The summer of 2007 provided everything but downtime for investors amid capital market upheaval, a changing credit environment and volatility in the money and fixed income markets related to liquidity issues. "IFRS Adoption – Lessons from the Leaders" - Conference February 13 Sheraton Toronto.
FEI Canada will join forces with The Economist on February 13 at the Sheraton in Toronto to bring international best practices and experience to the adoption of IFRS.
In 2011, any Canadian publicly traded company listed on a Canadian securities exchange will be required to file their financial statements using the International Financial Reporting Standards (IFRS) as opposed to Canadian GAAP. This will have both financial impact, and management implications across the company, as well as pose significant issues for the Board of Directors.
Economist Conferences in conjunction with their strategic partners will be presenting a unique all day conference to address these and other pressing issues surrounding the adoption of IFRSs.
To date, much of the information available to senior decision makers has surrounded the differences in the IFRS and local GAAP. This conference will be important not only address some of these issues, but also provide indepth focus on broader management issues across the company. It will feature the insights from the hands on experience drawn from UK companies who have already gone through the IFRS conversion process.

POSITION DESCRIPTION
Reporting directly to the CAO, the General Manager of Finance & Administration shall direct the overall financial planning and accounting practices of the Corporation of the County of Simcoe and shall also serve in the statutory position of Treasurer for the Corporation.
As the County’s CFO, other key responsibilities include:
- Direct and manage the financial programs and supporting information systems to facilitate appropriate budgeting, revenue management and strategic asset deployment.
- Plan and direct fiscal and management control functions and the implementation of overall procedures for business planning and performance management, fiscal reporting and administration, purchasing, asset management, fleet management, risk management, human resources, and information technology.
- Act as the Treasurer for the Corporation to ensure all necessary and statutory financial matters are completed in a professional fashion and develop financial policies and regulations, which are in keeping with modern and leading edge financial practices.
- Provide consultative support to senior management and County Council on financial issues, including analyses and projections, debt financing, revenue initiatives, and a variety of business projects.
- Develop performance based business plan objectives and procedures and propose changes to existing financial models where appropriate.
The successful candidate MUST possess:
- An educational background inclusive of a recognized professional accounting designation and/ or a Masters in Business Administration.
- Extensive senior financial management experience, with a minimum of ten (10) years in progressively responsible, financial and executive management positions in a large, complex organization both within the public and private sectors.

Reporting to the President and CEO, the Chief Financial Officer is the senior corporate financial position responsible for formulation and execution of financial policies, plans and associated reporting within this rapidly growing, internationally focussed, bio-technology contract manufacturing company.
The CFO is responsible for providing overall direction for the finance, accounting, tax, risk management, budget, asset management and contract administration functions.
